Revised plans revealed a fifteen-foot setback in line with the surrounding properties, doubling down on mixed-income housing requirements, and enhancing garage façade guidelines. As a bonus, they proposed an additional planting group to create an enriched buffer of trees and shrubs along Sunset Boulevard. The landscape changes promised an improved pedestrian experience and a boost to the neighborhood's aesthetics, earning praise from the Commission.

Yet, the project wasn't without its critiques. The Commission scrutinized façade articulation standards, leading to an elimination of redundant options. The removal of options F and H left developers with a refined selection of six design choices. While the path of 409 Sunset Ave has been winding, the project's adaptability and the developers' commitment to community collaboration have set a promising trajectory. A sentiment well captured by Commissioner Popkin, who acknowledged the developer's relentless efforts to improve the neighborhood, and was echoed by his peers.

Guided by the staff's recommendation, the commission leans toward denying the application for rezoning, grounded in the property's noncompliance with zoning regulations pertaining to lot coverage and parking requirements. Additionally, apprehensions surrounding life safety issues arise due to the lack of proper inspections and permits for the renovations undertaken.

Thus, the commission confronts a dilemma, acutely aware of the significant value the Mitchells' service brings to homeless veterans while remaining committed to upholding zoning regulations and ensuring overall compliance.

The commission opted to retain the project under advisement. Commissioner Housewright advocated for granting the Mitchells more time to explore potential solutions, allowing them to continue their impactful service to constituents. Conversely, some commissioners argue that the primary duty of the commission revolves around land use issues, suggesting that certain problems extend beyond their sphere of influence.

3100 Samuell Blvd

Jennifer Muñoz, the commission's planner, commended the proposal.
