Quadrant Investment Properties is proposing a new subdistrict within Planned Development District No. 621 to deliver a mixed-use project on 4.14 acres. The proposal included increased height up to 185 feet plus 20 feet for mechanical, reduced parking, and mixed-income housing bonuses if residential is provided. Emphasis on the if, as the developer did not guarantee the residential units.
This concerned both the Commission and neighborhood association, who wanted certainty that they would include the housing component.
Commissioner Stanard stated her position, citing area plans recommending 25-75% residential for mixed-use projects in this location.

ā Staff has said we want a requirement that this particular special project include and require residential.
Neighborhood resident Bernice Butler opposed the commercial expansions allowed under the proposed neighborhood services district zoning.

ā We want to maintain the quality and beauty of our neighborhood. We feel like the plan development zoning designation will help to really assure that by restricting future uses of this site to medical facilities.
This implied only supporting the medical clinic use, not all commercial allowances requested.
Several commissioners took issue with the minimal open space proposed, reduced trees, and overall benefits provided in exchange for increased development rights. Commissioner Carpenter, who represents the district, initially moved to approve the project but later withdrew her motion so concerns could be addressed before the next meeting.
In summary, while the applicant proposed mixed-income housing bonuses if included, the Commission and neighborhood wanted guaranteed inclusion of a residential component based on area plans' recommendations. The neighborhood opposed expanded commercial uses allowed.
